EU–INC: A New Pan-European Company Structure to Supercharge Innovation

The EU–INC initiative is a community-driven effort to create a truly pan-European corporate framework that makes it easier to incorporate, raise capital, hire talent, and scale companies across the EU.
Today, innovative companies face major barriers when expanding across borders: fragmented legal systems, inconsistent investment rules, and complex compliance requirements. EU–INC addresses these challenges by proposing a standardized EU-level company structure that would exist alongside national legal forms and be recognized across all member states.

A digital-first EU registry for company incorporation and management
A single legal rulebook applicable across the EU
Standardized investment and governance frameworks
An EU-wide stock option system to support talent mobility and fair compensation
By removing legal friction and reducing administrative burden, EU–INC aims to unlock faster growth, easier cross-border investment, and stronger global competitiveness for European startups and scale-ups.
The proposal is already part of ongoing discussions around a new “28th regime” for EU company law. With the European Commission preparing its next legislative agenda, now is a critical moment for founders, investors, legal experts, and policymakers to engage and help shape the future of Europe’s innovation ecosystem.
