EU-Mercosur Trade Deal to Apply Provisionally from May 1

The European Union will begin the provisional application of its free trade agreement with the South American bloc Mercosur on May 1, 2026, according to the European Commission. The move marks a significant step toward the implementation of one of the EU’s most closely watched and politically sensitive trade deals.

Under the plan, the core trade provisions of the agreement will start applying between the 27-member European Union and those Mercosur countries that complete their ratification procedures before the end of March. The Commission said Argentina, Brazil and Uruguay have already finalized the process, while Paraguay has also ratified the accord and is expected to submit its formal notification shortly.

The EU-Mercosur agreement has faced strong political resistance in parts of Europe, particularly over concerns that increased imports of agricultural goods from South America could put pressure on European farmers and domestic producers.

Despite the controversy, Brussels is moving ahead with provisional implementation, signaling its intention to deepen trade ties with the region without waiting for the full ratification process to conclude.

The deal is widely seen as strategically important for the EU as it seeks to diversify trade partnerships and reduce economic dependence on more volatile global markets. Supporters argue that the agreement could strengthen Europe’s position in Latin America, improve access to key exports and create new commercial opportunities for both sides. Reuters previously reported that the agreement could remove around 4 billion euros in duties on EU goods exports, making it the bloc’s biggest ever trade agreement in terms of potential tariff cuts.

The provisional rollout from May 1 does not mean the agreement is fully in force, but it does allow major trade elements to start operating while broader political and legal processes continue.

For Brussels, it is a clear signal that the EU intends to move forward with a deal that has been decades in the making.
