European Institutional Investors Pact: Mobilising Capital for Europe’s Next Generation of Tech Champions

Europe has no shortage of world-class innovators. From breakthrough AI applications and advanced technologies to clean-tech solutions and deep-tech research, European startups continue to generate ideas with global potential. Yet too often, these promising companies struggle to access the large-scale investment needed to grow into global leaders.
To address this challenge, the European Commission and the European Investment Bank (EIB) Group have launched the European Institutional Investors Pact (EIIP), a new initiative designed to channel more institutional capital into European technology scale-ups and strengthen Europe's innovation ecosystem.

Closing Europe's Scale-Up Funding Gap
While Europe has developed a strong startup ecosystem, many high-growth companies face significant funding constraints when reaching the scale-up stage. As businesses seek larger investment rounds to expand across international markets, they often rely on funding from outside Europe.
The newly launched European Institutional Investors Pact (EIIP) aims to help address this challenge by encouraging greater participation from institutional investors in Europe's technology sectors. By supporting investment in innovative companies, the initiative seeks to create stronger pathways for European startups to grow, scale, and remain competitive globally.
A Joint Effort from European Institutions
The Pact was officially launched by the European Commission and the EIB Group during the TechEU Equity Summit. The initiative underscores a shared commitment to strengthening Europe's capital markets and improving access to growth financing for innovative businesses.
By bringing institutional investors into closer collaboration with European public financing institutions, the Pact seeks to unlock new sources of long-term capital that can support the continent's most promising technology companies.
Why Institutional Investors Matter
Institutional investors, including pension funds, insurance companies, foundations, and other large asset managers, control significant pools of capital. Globally, these investors play a crucial role in financing growing technology companies and driving innovation-led economic growth.
Increasing their participation in European venture capital and growth equity markets could help create more opportunities for:
Technology scale-ups
Deep-tech innovators
Digital transformation leaders
Clean-tech companies
High-growth startups seeking international expansion
By mobilising institutional capital more effectively, Europe can strengthen its ability to nurture homegrown innovation and build globally competitive businesses.
Building Europe's Innovation Future
The launch of the European Institutional Investors Pact reflects a broader European ambition: ensuring that cutting-edge innovation developed in Europe can also grow and thrive in Europe.
Stronger investment ecosystems not only support entrepreneurs and businesses but also contribute to job creation, competitiveness, technological sovereignty, and long-term economic resilience. The Pact forms part of ongoing efforts to develop deeper capital markets and improve financing conditions for innovative companies across the European Union.
Looking Ahead
The creation of the European Institutional Investors Pact (EIIP) signals an important step toward connecting Europe's substantial institutional capital base with its rapidly growing technology sector. By fostering greater investment in scale-ups, the European Commission and the EIB Group are helping to create an environment where innovative companies can access the capital they need to become tomorrow's European success stories.
As competition for technological leadership intensifies worldwide, initiatives such as the EIIP demonstrate Europe's determination to ensure that groundbreaking innovation is not only invented within its borders, but also financed, scaled, and commercialised there.

Biotechnology, Agri-Inputs and Biosecurity: Why the Future of Farming Needs a Wider Conversation in Sofia
Agriculture is undergoing a quiet transformation. Genomic tools, precision biological solutions, and new generations of crop protection and plant nutrition products are changing what is possible in the field and along the whole food chain. At the same time, the same advances raise questions that the sector is only beginning to ask. Who controls the genetic resources and seeds we depend on? How do we manage biosecurity when biological agents and genomic technologies can be used for more than...

Where Agrifood Biotech and Research Funding Is Actually Going in 2026
Basic research doesn't fund itself, and in agrifood, the gap between a promising lab result and a fundable project often comes down to knowing which of a dozen overlapping EU programmes to approach first. Food safety science, biotech platforms, and multi-country research consortia each follow their own funding logic, and 2026 has brought fresh calls across all three. Two Live Examples Worth Studying Safe-Agri, one of AgriVentures' active projects, is reinforcing the security assessment...

VerAgro launches a free self-assessment to help farms measure - and improve - their sustainability

VerAgro, a Bulgaria-based agtech startup, has launched a free online self-assessment that gives farms and processors a clear, structured picture of where they stand on sustainability — and what to do next. A 20-minute check-up for your farm The tool works like a health check-up for your operation. Farmers and processors answer 57...

A New Door Is Opening for Bulgarian Farmers and Agri-Innovators - And It's Fully Funded
For years, the biggest barrier between Bulgarian agriculture and Europe's most advanced farms hasn't been ambition. It's been access — to the right rooms, the right people, and the budget to get there. AgriVentures' new Missions program was built to remove exactly that barrier, and it does it in a way few programs in the region ever have: by covering the full cost of getting Bulgarian farmers, entrepreneurs, scientists, and companies in front of Europe's leading agri-food innovators. If you...

Understanding Biomass Flows in Europe: A €6M Horizon Europe Call Agrifood Founders Shouldn't Miss
A question we've been getting a lot lately, including from our own LinkedIn community, is some version of: "Can my startup actually apply for this, and how?" This time it's about Understanding biomass flows in Europe (HORIZON-CL6-2026-01-CIRCBIO-05), a Horizon Europe call with a total budget of €6,000,000 that opened on 17 April 2026 and closes on 17 September 2026. It's exactly the kind of opportunity worth breaking down properly, because the honest answer is "yes, but not the way most...
